Where it can be proved to the satisfaction of the Master-in-Equity that a general legacy is necessarily payable, wholly or in part, out of the proceeds of property in Victoria, the Master-in-Equity may allow a proportionate reduction in the duty payable under the provisions of sec. 116 of Act No. 1060.
