Where a public body exercises powers under an Act of Parliament which also prescribes the manner in which the powers are to be exercised, such public body should be specifically required to do those things which, according to the views of the person who alleges he is aggrieved, the Act enjoins; and where such a demand has not been made, a writ of mandamus will not be granted.
