The costs incurred under sec. 416 of Act No. 506 by a municipal council in paving a footway fronting land vested in the Harbor Trust Commissioners are not a "rate or tax upon land" within the meaning of sec. 56 of Act No. 552; such costs are recoverable against the commissioners.
